How can I help my bird stop plucking?

My bird keeps pulling out feathers, including new ones as they emerge. I've tried foraging toys after several vet visits, but the plucking continues. Has anyone dealt with this and found something that helped?
새 깃털이 올라오자마자 뽑히고 병원도 놀이감도 안 통해 맥이 빠지셨을 것 같아요. 수면 부족, 소음·시선 같은 스트레스, 피부 가려움이 흔한 이유로 거론돼요. 밤에 어둡고 조용히 재우고, 뽑는 시간대와 주변 상황을 며칠 적어 가면 다음 조류 진료 때 단서가 돼요.
